Federal Aviation Administration

Dear Administrator Dickson:

As we search ahead to travelers returning to the skies in significant numbers, we have fears about the return of anything no a single has missed all through the pandemic — air-travel gridlock, notably at Newark Liberty Global Airport (EWR).

Blocking congestion and delays at Newark is of important relevance to the prolonged-phrase restoration of not only New Jersey and the NYC-metro area but of the country as a whole. We take pleasure in the Office of Transportation and its Federal Aviation Administration’s steps to preserve pre-pandemic congestion and hold off mitigations at Newark through the Winter 2021-2022 scheduling time, like retaining EWR’s peak-hrs movement cap and employment of its historic-precedence scheduling construction.  We also persuade the FAA to enforce these actions long phrase to ensure effective administration of congestion and delays to assistance the requires and interest of the traveling general public.

Prior to the COVID-19 pandemic, delays at EWR ended up the worst in the nation, typically with just about a 3rd of its flights impacted — even on days with no inclement temperature.[1] These delays triggered billions of dollars in lost financial efficiency and sizeable time losses to EWR prospects. Put together with other loss-expense groups, these impacts of Newark’s delays contributed drastically to overall financial losses due to air-journey gridlock of roughly $33 billion in 2019 for the country as a total.[2] Air-vacation congestion and delays also have a deleterious effect on the ecosystem. More time flight routings and idling-aircraft emissions are minimized with powerful congestion management. Plainly, EWR’s pre-pandemic status quo remaining sizeable home for advancement.

Newark Liberty Global Airport connects New Jersey and the full metro region with the environment economy, serving a wide variety of worldwide places, massive and smaller, while (prior to the pandemic) driving practically $16 billion of economic exercise in New Jersey by yourself and supporting close to 100,000 New Jersey careers. We want to make certain that the financial activity and restoration Newark Liberty Intercontinental Airport gives is unencumbered from the troubles and limitations that delays and congestion will develop.

As travel need returns, the FAA should really make certain its insurance policies preserve Newark’s historic world wide and domestic connectivity, while protecting against gridlock. We urge the FAA to implement EWR’s congestion and hold off mitigation guidelines in order to assist an orderly return to Newark’s robust pre-pandemic operations, and to go after additional possibilities to more cut down air-targeted visitors delays so that EWR will not just “bounce back” but will “build again better” than it functioned prior to the onset of the COVID-19 pandemic.

Sincerely,

Donald M. Payne, Jr.
